General decisions accepted in the project

As an extinguishing agent for the protected premises it is approved gas extinguishing agent «3МTMNovecTM 1230». In installations with a gas fire extinguishing agent (ГОТВ) Novec volumetric method of extinguishing based on the effect of cooling is implemented.

The following ways of plant’s start is provided when supplying fire extinguishing agent:
а) automatic – from automatic fire alarms, controlling protected premises;
б) manual –from the remote start panel installed at the entrance of each protected premise;
в) remote – pressing the corresponding button on the alarm panel “ПС-4” installed in the premise of fire post;

In accordance to СП5.13130.2009, p. 8.6.3 the project provides 100% stock of ГОТВ using in case of fire in the protected premise during reloading modules with the main stock and stored in a warehouse of the object or organization performing maintenance of fire extinguishers.

The service life of the installation - at least 10 years.

The plant consists of the following equipment:

1. The module of gas firefighting type МПА-NVС 1230 (42-106-50) with ГОТВ «3МTM NovecTM 1230» used for storing and releasing of the extinguishing agent. The modules are supplied filled with extinguishing agent. Activation modules direction is by means of electrical impulses.

2. The pressure switch designed to output a signal about the activation of installation is arranged directly on the stop and start-up device.

3. The module is connected to the pipeline with nozzles by the hose of high pressure (РВД). Nozzles are used for even dispersion of ГОТВ «3МTM NovecTM 1230» in the protected premises.

Equipment layout
The modules of general supply are placed in the protected premises.
Module with a reserve in accordance with СП 5.13130.2009, p. 8.6.3 is in the warehouse of the object. Piping is performed across the ceiling and walls. Pipe joints are welded.

The requirements to the installation and operation of the plant

Installation and operation of the gas firefighting plant is recommended to execute in accordance with the instructions ВСН 25-09.67-85 « Rules of production and acceptance. Automatic firefighting plants» and requirements of the technical documentation made by factories of origin of the equipment.

Basic safety rules

Design, installation, commissioning, acceptance and operation of the plant should be carried out in accordance with the requirements of security measures set out in the following documents:
- «Installation and safe operation of vessels working under pressure» (ПБ 03-576-03);
- «Rules of electrical plants operation»;
- ГОСТ 12.1.019-79*; ГОСТ 12.3.046-91; ГОСТ 12.2.003-91;
- Normative - technical documentation approved in the established order.

Remote start panel of the plant must be protected and sealed.
Do not open the room and break its leak for 20 min after switching on automatic plant of gas firefighting (АУГП) (or until the arrival of fire departments).
To enter the protected premises after release ГОТВ and fire extinguishing until final airing it is permitted only in isolation respiratory protective equipment type ИП-4М.

Acces without isolation respiratory protective equipment it is permitted only after the removal of combustion products and decomposition ГОТВ to a safe value.

General decisions accepted in the project

To construct a system of automatic gas firefighting reception and fire control device "РОСА-2SL" manufacture НПФ ООО «СТД» (RUSSIA) is used as station equipment.

Device "РОСА-2SL" has conformance certificate С-RU.ПБ16.В.00127 which is actual till 17.06.2015.

Device "РОСА-2SL" includes: fire alarm security controller: ППКОПП "РОСА-2SL-2П-1" (ARK.1 and ARK.2), remote start panels (ПДП) and alarm panel ПС-4.

Fire alarm security controller (ППКОПП) extradites start signal of firefighting in automatic mode (in case of activation at least 2 smoke detectors in the protected area by logic scheme "И") or in remote mode (from remote start panels), displays on the front panel status information about the system and switches on built-in siren (for mode "Fire").

Besides fire alarm security controllers (ППКОПП) provide:
- the automatic switching from the primary to the backup power source (battery);
- the ability to disable and restore the automatic start of the plant;
- automatic control on breakage and short circuit of connecting lines (links), alarm loops (fire and signal), electrical circuits of remote start;
- formation of commands on control of process equipment;
- signal delay on start of firefighting (separately for remote and automatic modes).

Fire alarm security controllers (ППКОПП) are placed near protected premises.

Fire alarm security controller (ППКОПП) has built-in battery providing continuous operation for 24 hours in standby mode, and 3 hours in the mode "ALARM". Fire alarm security controller (ППКОПП) carries out automatic control and charging of the internal battery.

Remote start panels (ПДП) connects to the fire alarm security controller (ППКОПП) by four-wire link.

Remote start panels (ПДП) are installed near the entrance of each protected premise on the height 1,5 m from the floor level and assigned for remote start of firefighting, controlling of entrance, displaying and controlling operation mode of fire alarm security controller (ППКОПП) (has an indicator TURN ON AUTOMATICS). Power supply of remote start panel (ПДП) is from fire alarm security controller (ППКОПП) (by four-wire link).

ППКОПП "РОСА-2SL-2П-1" (ARK.1) and ППКОПП "РОСА-2SL-2П-1" (ARK.2) connect to the alarm panel ПС-4 by two-wire link.

ПС-4 are installed in the fire post premise and are used for displaying information about status of ППКОПП and for controlling operation mode of ППКОПП.

For each direction alarm panel (ПС-4) shows status FIRE, ATTENTION, MALFUNCTION, absence of the main and reserve power, current operation mode (AUTOMATIC/REMOTE START) and carries out interrupt of automatic start of firefighting during the start delay. Also produced documenting in nonvolatile memory up to the last 80 events and operator actions.

Restoration of mode "Automatic start" can be done remotely:
- by the control buttons on ПС-4;
- using electronic keys «Touch Memory» from ПДП.

Detection of fire in the protected premises is produced by automatic smoke detectors type "ИП212-41М" which are in the two-baffle fire stub of device "РОСА-2SL-2П-1" (ARK.1).

Fire detectors «ИП212-41М» has conformance certificate С-RU.ПБ01.В.00603 which is actual till 17.05.2015.
Power supply of detectors and signal “FIRE” transfer to them are carried out by two-wire connection – alarm stub of reception controller.
In accordance with СП5.13130.2009, p.14.1 the quantity of fire detectors and its layout (not less than 3 in the protected premise) is provided taking into account interaction with automatic plant of gas firefighting.
For remote start of the gas firefighting plant in case of the visual detection of a fire remote start panel (ПДП) is provided.
Disable the automatic release of the gas is performed on a signal from the switch magnetic contact “ИО-102-4” when opening the door to the protected area.
To restore the automatic start mode of gas firefighting system it is provided automatic start recovery device installed by the entrance in the protected premise (using electronic keys «Touch Memory» from ПДП).
The project also provides installation of light and sound panel «Gas – Go away!», «Gas – No enter!».
Time delay of gas release from the automatic gas firefighting plant since the operation of fire detectors or turning on remote start gas is set by programming the panel “Роса-2SL”.

Used in the system equipment is certified, compliance with Russian standards and fire safety requirements set out in СП_5.13130.2009 and other governing documents.

Power supply of the plant

According with rules of electric plants installation (ПУЭ) automatic firefighting plants are 1 category electrical receivers in terms of ensuring reliability of power.
Power supply of automatic fire extinguishers carried out from two independent sources: AC power ~ 220V, 50 Hz (main input) and a battery (backup power source). When a power failure on the main input the used equipment automatically switches power supply from the main source to the backup without giving false signals to external circuits.
Uninterrupted operation of the whole system in accordance with the requirements of СП 5.13130.2009 p. 15.3 is provided by the batteries built-in ППКОПП “Роса-2SL-2П-1” (ARK.1) and ППКОПП “Роса-2SL-2П-1” (ARK.2).

In compliance with technical documentation (ПЛ36.00.00.000 ТО п.п. 2.1.1.19) fire alarm security controller “Роса-2SL” has built-in battery for 7,0 Аh, that probides normal operation of the device for 24 hours in standby mode, and within 3 hours of the mode "Alarm" and satisfies requirements of СП 5.13130.2009 p. 15.3.

Equipment layout

In the electrical part of the project to ensure operation of gas firefighting plant it is provided installation of the following equipment:
In the protected premise:
 Fire smoke detectors - ИП212-41М;
 Light abd sound panel «Gas - Exit»;
On the doors of the protected premises:
- magnetic detector – «ИО-102-4»;
In the fire post premise:
- alarm panel – «ПС-4»;
Near the entrance of the protected premise:
- light panel “Gas – No enter”;
- remote start panel - ПДП;
- ППКОПП «Роса-2SL-2П-1» (ARK.1) and ППКОПП «Роса-2SL-2П-1» (ARK.2).
The cases of all blocks included in the device "Rosa-2 Роса-2SL SL» as well as modules of firefighting must not touch metal structures of the building and the earth must be carried out at a single point of earth bar.

Wiring

Cable lines should be executed by fire resistant cables with copper conductors and flame retardant while installing under category A of ГОСТ Р МЭК 60332-3-22 with low smoke and gas emission (нг-FRLS). To apply 2-core shielded cable with copper conductors type KPSEng (A)-FRLS 1х2х0,75.
The cable is protected against voltage induction, flame retardant (Certificate of Compliance C-RU.НБ22.В.22131 September,3 201 and РОСС.RU.АЯ46.Н44230 03.09.2010).
Supply line to execute by the cable ВВГнг-FRLS 3х1,5.
Cable laying through internal walls and ceilings in zones class В-I, B-Ia and В-II to carry out in the sections of the water-gas pipelines sealed with cement mortar in accordance to requirements ВСН 332-74».

Earthing

Protective earthing (neutral) of electrical equipment should be performed in accordance with the requirements of the ПУЭ, "Interindustry regulations on labor protection (safety rules) for operation of electrical installations" (МППБЭЭ) СНиП 3.05.06-85, ГОСТ 12.1.030-81 and technical documentation for this plant.
Electrical equipment should satisfy requirements of ГОСТ 12-03-2001., ГОСТ 12.2.007.0-75* and МППБЭЭ on the method of protection against electric shock.
Attention! All stubs of alarm and link with alarm panel are laid by shielded wires, display of the alarm stubs connects to the clamps “GENERAL STUB” of switching block ППКОПП and display of the link witj alarm panel to the clamps “GENERAL” ПС-4.
To ensure the LIGHTNING SURGE SUPPRESSORS and the normal functioning of the device "Роса -2SL" casing of blocks ППКОПП (ARK1, ARK2) and ПС-4 should not contact with the steel structure of the building and the earthing must be carried out at a single point earth bar. Grounding wire should have the outer insulation and its diameter must not be less than 4.0 mm2 for ППКОПП, ПС-4 and not less 0.75 mm2 for the other blocks. Resistance of the protective earthing (neutral) should be less than 4 ohms.

The requirements to the installation and operation of the plant

During installation and operation of the plant it should be guided by the requirements laid down in the technical documentation of the manufacturers of this equipment, ГОСТ 12.1.019-79*, ГОСТ 12.2.005. и РД78.145-93.

Basic safety rules

When installing the system it should be guided by the requirements of СНиП 12-04-2002 and СНиП-12-03-2001 including the need to comply with the requirements set out in sections:
- electric installation work;
- cargo handling;
- operation of industrial equipment and tools;
-installation works;
-testing the equipment;
- providing electrical safety;
- providing fire safety;
- organization of the work to ensure the labor protection;
- protecting workers from the effects of harmful factors.
When performing electrical work it must also complied with the requirements of СНиП 3.05.06-85, МППБЭЭ and ПУЭ. When working with power tools it is necessary to observe requirements ГОСТ 12.2.007-75(2001) and МППБЭЭ.
Training of installation company employees should be in accordance with the requirements of the Decree of the Government of Moscow РЭП 508 enclosure 2.
For maintenance of the system personnel with the medical examination and studied the plant is admitted.
While operating of the equipment it is not allowed sudden blows to the modules and other elements of the system, as well as allow direct sunlight and other heat sources
When operating the fire-extinguishing plant it should be guided by the instructions, technical descriptions and the passports of the equipment included in the plant, РД 25964-90 «The system of maintenance for automatic firefighting, smoke removal, security, fire alarm systems. The organization and procedure of the work», «Intersectoral regulations on labor protection (safety rules) for operation of electrical» (МППБЭЭ) и « Fire regulations in the Russian Federation » (ППБ-01-03).
For maintenance of the plant it is allowed persons that have passed the preliminary and periodic medical examination with a document certifying the right to work with plants, a certificate of testing knowledge of the rules and regulations in electrical installations (electrical group) that have passed an introductory briefing on health and safety at work and coaching place safe working practices.
Installation and repair work in electric networks and devices (or close to them)and work on the connection and disconnection of wires shall be made at de-energized. It is necessary to verify the absence of voltage, to install earthing and to post prohibiting (warning) signs. When working at height, wells, pits of closed and inaccessible spaces, as well as the existing electrical design it is necessary to have work permit.
Electricians serving the electrical plant shall be provided with clothing, footwear, personal protective equipment (СИЗ) and electric safety devices, passed the periodic inspections. All electrical work, maintenance of electrical, frequency and test methods for electrical safety devices must be compliant with «МППБЭЭ» of State Energy Supervision.

THE PRINCIPE OF PLANT OPERATION

In standby mode of the modular gas firefighting plant the control unit "POCA-2SL" constantly monitors fire alarm loops in protected areas.
The project provides three modes of automatic start of gas firefighting plant - automatic (launch is carried out by automatic fire detectors), Manual (launch is carried out by ПДП) and the remote by pressing the corresponding button on the alarm panel "ПС-4" placed in fire post premise.

Automatic mode
At operation of a fire detector "РОСА-2SL" emits a beep as a continuous tone and light signal "ATTENTION" on the device panel and is in this mode as long as the other fire detector will operate.
At operation of the two fire detectors " РОСА -2SL" switches to mode "FIRE" and emits a beep as a complex of multifrequency tones and light signal "FIRE" on the device panel, all the light and sound panels "Gas - go away!" and light panels "Gas – No enter!" are turned on. Begins the countdown of automatic start-up delay for time required for evacuation of people, switching off the ventilation equipment, closing damper, fire dampers (at least 30s). The delay time is set when programming the device "РОСА-2SL".
At the end of the delay the fire control unit "POCA-2SL" generates a pulse to activate the electromagnetic drive of shut-off and trigger module ГПТ.
The extinguishing agent flows through pipelines of the plant to an exhaust nozzle through which goes into protected premises.
In the case of confirmation of the release of extinguishing agent from the relay with the pressure (СДУ) to the ПУ, the signal is transmitted "Gas is served".
When opening the door to the protected premise "POCA-2SL" sends a signal to disable the automatic start of extinguishing agent in the protected premise with the display of disconnected state to the ПДП ("Automation is disabled"). Automatic switching on is made by recovery device of automatic start installed at the entrance. The recovery device of automatic start should be protected from unauthorized access.

Manual mode
In case of automatic start switching off (during people absence in the premise) the project provides the opportunity of manual switching on of the plant by the remote panel (ПДП). To run a remote start it is necessary to evacuate all the people out of the room, to close the door firmly, to break the seal from the protective cover of ПДП and to activate the manual start-up by pressing a button. In this case the system is immediately switches to the mode "FIRE" and the start algorithm of the plant will be used as described above. Remote start is possible only when the door is closed.
Further the principle of action is similar to that described previously.

Remote mode
Remote start mode of firefighting is carried out by pressing the corresponding button on the remote alarm system panel "ПС-4" installed in a room of fire post.
