   | Automated information and measuring system of commercial accounting of electric energy and power (AMR) of a multifunctional complex.
ADMSEPRM is created as a three level system with centralized management and distributed function of metering which consists of the following levels:
1st level – MPDMS level: MPDMS level provides automatic measurement at the metering points and obtained data transmission to the level of DPS system. MPDMS level contains means for automatic measurement of electric power consumption (measuring channel) and means of information processing and transmission (information channel).
Measuring channel of ADMSEPRM includes measuring current transformers (MCT), measuring voltage transformers (MVT), secondary measuring circuits, electric power meters.
Information channel includes digital interfaces of meters.
2nd level – MPDE level: MPDE of ADMSEPRM includes data acquisition and transmission device (DATD), providing collection, primary processing and storage of data from MPDMS level and channeling equipment, providing data reception and transmission with the MPD level of ADMSEPRM and related subjects systems.
3rd level – DPS level: is a set of functionally unified software, dataware and hardware intended for solving tasks: diagnostics of measuring instruments state, collection, processing and storage of measurement results coming from DPSE level of system, their aggregation, and providing access interfaces to this information. |

   | Time coordination system (TCS).
Time coordination system performs a completed function of time measurement, has standardized metrological characteristics, and provides time synchronization while measuring of electric power amount with accuracy not less than ±5 s/day. TCS is formed at all levels of ADMSEPRM system hierarchy.
Decisions on the means and methods of communication among the components of ADMSEPRM
The interface RS-485 is used as a communication channel among meters and the DATD of DPSE level. Ethernet is used as a communication channel among between DPSE and DPS.
Decisions on the relationship of ADMSEPRM with related systems
Structure of ADMSEPRM provides an unauthorized transmission of information to related systems of the following participating organizations of REMP:
- OJSC "SPBES"
- OJSC "Energy-Holding"
Survey of ADMSEPRM is carried out in accordance with applicable regulations by related systems of REMP participating organizations.
The project envisages two interredundant communication channels, i.e. primary and backup channels. Channels are organized in GSM network from the different mobile operators through modems, connected DATD of DPSE level. The use of communication channels for other purposes is prohibited.
Functions performed by the system.
Software and hardware complex of ADMSEPRM can operate in the following modes:
- Normal (operational);
- Autonomous (emergency).
In the normal mode ADMSEPRM performs the following functions:
- measurement of 30-minute increments of active and reactive electric power that characterizes the turnover of marketable products;
- regular automatic collection, with support of on-demand request, of measurement results and data about the condition of measuring instruments (event logs);
- giving access interfaces to the current results of measurements;
- creation of report documents;
- protection of commercial information, software and hardware from unauthorized access;
- system performance monitoring, diagnostics and monitoring the operation of hardware and software;
- configuration and parameters setting of ADMSEPRM.
In the autonomous mode with faulty information channels the system makes automatic measurements at the metering points, storage of the obtained data at the level of the MPDMS with the ability of sending data to the related systems.
The autonomous mode is permitted only at the time of communication channels recovery.
When the communication channels are broken for more than 1 (one) day, the system supports autonomous mode for data reading from MPDMS level.
Decisions on the number, qualifications and functions of ADMSEPRM personnel, their work schedule and the relationship
To ensure ADMSEPRM performance full-time employees shall be hired to form operational and service personnel, providing the necessary operational support of all ADMSEPRM components work.
The service personnel's duties include:
- daily visual inspection;
- monthly routine inspection;
- quarterly maintenance of the system;
- repairs after the warranty period;
- system setup by setting new parameters.
Maintenance of hardware included in ADMSEPRM is carried out in accordance with the requirements to the system operation and maintenance documentation for this equipment.
Operational and service personnel depending on their functions shall have an electrical safety qualification in accordance with the documents "Rules of technical operation of consumers’ electric installations" and "Interindustry labour safety rules during operation of electric installations" (RD 153-34.0-03.150-00).
Operational and service personnel shall have appropriate qualifications in the subject area (electric power accounting rules, structure and performance of ADMSEPRM and etc). The schedule of personnel is an eight-hour working day during a five-day working week.
The operational specialists of ADMSEPRM hardware may combine their duties with other activities. The amount of employment of an operational specialist of ADMSEPRM hardware is be specified at the stage of trial operation.
The final decision on the creation of a department or transferring ADMSEPRM maintenance duties to the existing departments is taken by the system customer.
Security decisions
The specialists who passed special training and have an electric safety qualification admittance not lower than third in accordance with the documents "Rules of technical operation of consumers’ electric installations" and "Interindustry labour safety rules during operation of electric installations" (RD 153-34.0-03.150-00) shall be permitted to work with ADMSEPRM hardware.
ADMSEPRM hardware is earthed in accordance with the current "Electrical installation regulations" (EIR).
Computers and peripheral hardware included in ADMSEPRM system shall be connected to protection earth made in accordance with the requirements of GOST 12.2.007.0-75, GOST 25861-83.
The location and installation of ADMSEPRM hardware is designed so that to ensure safe maintenance.
The decisions on ergonomics and industrial design
ADMSEPRM is created for work in the automated mode and implies the human work reduction in collection, processing and transmission of data about the electric power consumer.
All components of ADMSEPRM are based on the convenience and safe service in accordance with electrical installation regulations (EIR), SanPiN 2.2.2.542-96, GOST 30.001-83, GOST 20.39.108-85 and GOST 21958-76.
ADMSEPRM software has a user-friendly interface in Russian that gives an ability of effective use and provides sufficient information to the user for the execution of contractual obligations.
The decision on operation, maintenance, repair and storage of system components
Conditions and order of operation of ADMSEPRM hardware meet the requirements to operation, maintenance, repair and storage, specified in the documentation.
Warranty period of equipment that is not produced by the Contractor meets the requirements to the technical documentation of the respective manufacturers.
ADMSEPRM hardware meet the requirements of GOST 12.2.049-80 as for maintenance, operation and repair easiness.
For each piece of hardware and for meters backup power supply single-phase voltage of 220 V and frequency of 50 Hz are used.
Hardware is designed for continuous operation. Its types and maintenance periods are standard and require no special regulation.
Integrity and correctness of the information is saved when power is off, as well as at the failure of the measuring equipment.
Decisions on protection of information against unauthorized access
At all levels of the system auditing and the marking with special visual means (special marks, seals) are provided to ensure protection against unauthorized physical access to the means of the electric power commercial accounting
At MP level the information protection against unauthorized access is performed by:
- sealing MCT and MVT (if structure allows), meter terminals;
- connection of meters to the secondary windings of current transformers separately from the circuits of relay protection, electrical and clamping devices;
- connection of meters to voltage transformers is carried out via a separate cable through circuit breaker with the ability of sealing;
- sealing intermediate terminal assemblies of measuring current and voltage transformers;
- connection of secondary circuits of measuring transformers to the meter is performed through testing the terminal block which has a cover that can be sealed
- sealing of the meter case (seal of manufacturer);
- sealing of a tipping inspection window on the meter front (the provider of last resort);
- sealing screws of meter clamp cover bracing (the provider of last resort).
- restricting access to meters (placing hardware in closed cabinets);
- presence of passwords system for access to change the settings, time and meter data;
- mechanical protection from unauthorized access and sealing the housing of database server in DPS
Electric metering devices switching devices and connectors of electrical circuits in circuits of accounting, when sealing is impossible, shall be marked with specific visual signs in accordance with the established requirements to protect them against unauthorized access.
An act of instrumental inspection, issued in the prescribed manner in compliance with the requirements of the retail company and approved by its representative, containing all the information about the seal integrity of the system components shall be drawn up for each measuring channel which is a part of ADMSEPRM.
The following is organized at the software level:
- guaranteed differentiation of users’ access and users’ programs to information, including access differentiation at the working places;
- differentiation of users authorities as for access to a change in the settings, time and data (setting the password on the server, primary and secondary boot password);
- differentiation of access to the serial and parallel ports of a computer;
- automated identification of the users and operational personnel when requesting system resources;
- Users’ login (logout) recording, requests to the resources and the attempts to violate access;
- recording of the system time and electric power data correction.
Decisions on the protection against external influence
All components of ADMSEPRM are located in the closed premises which guarantees protection from atmospheric precipitation.
All ADMSEPRM equipment is installed in a metal cabinet which provides protection from mechanical damage, dust and electromagnetic emission.
In turn, the equipment has a housing with degrees of protection against external influences guaranteed by the manufacturer. |

   | Description of the automated functions
The degree of system levels automation
MPDMS level:
- automated function of electric power measurement;
- the automated function of measurements periodicity with the specified discreteness (30 minutes);
- automatic self-diagnostic function;
- the automated data transferring function (measurement results and data about the state measuring instruments) to related subjects;
- automated function of the information storage (record in the non-volatile memory) by the meter about the condition of measuring instruments (profile);
- automated time correction of built-in meter clocks.
DPSE level:
- automated time correction of built-in clock.
- automated function of the DATD information collection from the MPD level (meters) about the state of means of measuring instruments;
- automated function of the DATD results collection from the level;
- the automated function of information collection periodicity with the specified discreteness (at least 1 time per day);
- automated function of measurement results storage and information about the state of measuring instruments;
- automated function of providing access to the data from DPS;
-automated function of providing access to data from related systems.
DPS level:
- automated function of electric power losses accounting from metering points to the registration points (if necessary);
- automated time correction of built-in DB server clock.
- automated function of the information collection about the state of measuring instruments by the database server from MP level;
- automated function of the information collection of measurement results by the database server from MP level;
- the automated function of information collection periodicity with the specified discreteness (1 time per day);
The following main functions of ADMSEPRM are performed automatically:
- measurement of active and reactive energy values;
- information recording about the status of measuring instruments;
- time synchronization of system components
- regulation collection of measurements results information and data about the state of measuring instruments) (information storage);
- transferring of data (measurement results and data about the state of measuring instruments) to related systems;
- the measurement results and data storage about the state of measuring instruments;
- protection of information (the results of measurements and data about the state of measuring instruments) from unauthorized access;
- data reliability control of the measurement results;
- control of ADMSEPRM software and hardware state (self-diagnostic).
According to the personnel instruction the following ADMSEPRM functions are performed:
- on-demand collection of measurements results and data on the state of measuring instruments);
- configuration and feature determination of hardware and software;
Input data
ADMSEPRM input data is information taken from the electric power meters:
- data on consumption of active and reactive electric power;
- if necessary, the data on electric power accounting of four tariff zones (four zones of a day, four days types of the week, four seasons);
- fixing of the maximum power load at the estimated time period;
- data on power quality parameters, voltage and frequency, exceeding the specified "limits";
- data on the measurement (calculation) and display of voltage and current of each phase, network frequency, power factor, phase angles of current and voltage;
- current time and date.
Periodicity (discreteness) of accounting at the meter level is set using the built-in meter software.
Output data
Output data of ADMSEPRM is:
- half-hour measurements of active energy and integrated reactive energy increments at the accounting points;
- data on the state of hardware and software of commercial accounting (event logs, performance statuses of measuring channels);
- data on the mains parameters (voltage and current of each phase, main frequency, power factor, phase voltage angles);
- data on the composition and features of commercial accounting hardware and software (MCT, MVT, meters, communication channels, survey software and etc.);
- data on electric power accounting with accrual character.
ADMSEPRM provides information compatibility among components of the system, manual and automatic modes of information exchange are supported. |
